Licensed Services and Accreditations

The Pierce County Alliance is licensed/certified by the State of Washington for substance use disorder treatment, mental health therapy and domestic violence intervention treatment.

All substance use counselor staff are state-certified as treatment professionals and all mental health counselors are licensed therapists.

The agency is accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF) for meeting high standards of operations that support a “person-centered” approach for both clients and staff.

The Pierce County Alliance is a long-time member of “ALL RISE”, (formerly the National Association of Drug Court Professionals (NADCP) and a founding member of the Washington State Association of Drug Court Professionals (WSADCP).

In 2014, the Pierce County Alliance received a “Community Transformation Award” from the National Association of Drug Court Professionals (NADCP) for its work in “…reducing drug addiction and crime, restoring hope and reuniting families.

In In 2022, the NADCP awarded PCA’s Executive Director the prestigious Harvey Goldstein Hall of Fame Award for her life-time achievements in propagating and implementing drug court programs. 

Pierce County Alliance OVERVIEW

The Pierce County Alliance (PCA) has worked intensively to address behavioral issues of the offender population for over 50 years, expanding to drug treatment courts in the early 1990’s. Working with the Pierce County Superior Court, PCA began one of the earliest felony drug court programs in the country, soon to be followed by the Family Recovery Court.

Over the last decade, PCA incorporated mental health therapy to address the co-occurring disorders of substance use and mental health issues within the context of an integrated treatment program.

In order to address a growing epidemic with opioid abuse, to include a crisis with fentanyl overdosing, the Pierce County Alliance has developed a robust opioid treatment program that incorporates medications to augment substance use treatment. This medications for opioid use disorder (MOUD) methodology has proven invaluable in improving treatment retention and outcome for opioid-dependent persons.

Besides providing on-site treatment within the Pierce County Jail, PCA has undertaken important treatment augmentations through programs that focus on assisting persons in need with recovery navigation and helping those released from jail or other institutions with community re-entry.

Pierce County Alliance’s Youth Services programs focus on helping youth transition to independent adulthood and self-reliance.

PCA also provides drug court treatment services for the Thurston County Therapeutic Superior Court.

The agency continuously works in partnership and collaboration with other local providers and governmental agencies to enhance and broaden its services throughout Pierce County. Besides the Pierce County Superior Court, Pierce County Jail, the Department of Social and Health Services, the State Health Care Authority, and Corelan Adminstrative Services Organization (ASO), the Pierce County Alliance works with local, governmental and non-governmental organizations to support and sustain positive treatment and service outcomes for its clients.
